I'd seen similar cards in Paperchase where the shaker element was behind vellum and used flat circles of card, it looked like, rather than something more dimensional that would require foam tape.
For these cards, I sealed the page punch circles inside a vellum pocket that I stuck to the card base but it would be just as easy to put the shaker elements directly on the card base with a single layer of vellum over them, particularly as my vellum is running low!

in a pocket could be fun if you make a look through card, so just a frame around the pocket so you can see both sides of the pocket, if not yes I agree just one layer would be enough
