For the flower I silver embossed, added colors with spritzed water and Brushos color crystals. Added Glimmer Mist for shimmer, cut out flower.
The background was bubble wrap with Versamark and clear embossing powder, shaded with Tim Holtz Tumbled Glass distress ink. Added some clear sequins to embellish and sentiment banner, popped up on dimensionals.

I love the white embossed bubbles - had to read your description to figure out how you did that! Your red flower is so vibrant against the background - beautiful.
