There are so many ways to use this fabulous new punch, the Scallop Tag Topper! I love it!

The Scallop Tag Topper Punch fits c/s within that "channel" at "just UNDER" 2" wide; I would say my card panel measures 6" across and started at 5 1/2" tall before I'd punched (I'm going by memory).
Score the long edge at 2" and 4".
Slip one of your three now scored 2"-columns of the c/s into the punch from the underside (bottom) of the punch so that you can see that you're centering it well, for punching. For me, it's easier to pull the c/s into the punch "towards myself."
The left and right sides of the 6" length of c/s will obviously be OUTSIDE of the 2"-punching-"channel." You are just inserting, centering and punching the top of a single 2"-wide column that you'd scored and made.
Punch that now centered, 2" section, remove the c/s, insert the next 2" column and repeat, until the three panels are all punched.
To add panels to the punched section, make your mats, insert and center into the Scallop Tag Topper punch, and punch.
