If I don't see it, I don't tend to use it so I have organized my stamps by topics. I got these photo sleeve books from the dollar store.
1. Photocopied the stamps and cut the images apart (I wrote by EACH image the stamp set they belong) either the name or the alpha numeric code on the stamp set
2. Made tab headings on post it note flags for each topic I wanted (ie. sentiments, birthday, thinking of you, bugs, trees, hearts/flowers, God/prayer, Xmas, animals, birds, punches, backgrounds, etc)
3. organized my clear mount stamps in alpha numeric order and my wood mount stamps by alphabetical name
Now when I'm making a birthday card for example with a bird on it. I go to my bird section and see all the bird images I have and then go to my sentiments birthday section and see all the images I have for birthday sentiments. I can find the stamps easily since the stamp name or alpha numeric code is on the image that I want. It has worked well for me.
