I attended an event in Portland, OR where I learned how to make this background. It's SO pretty and vibrant IRL. This card is a combination of two of the cards we made at the event so I can't take credit for any of it. The coconut shell is made using the faux suede technique. The shell, straw and umbrella are paper pieced.
As requested: To make this background just stamp your images onto the shimmery white card stock using various classic inks. Sponge more ink on top, rubbing in a circular motion. After stamping, spritz the back of the paper and scrunch it up into a ball. Then open it back up, smooth to desired texture and let dry or assist with a heat gun.

I LOVE this background! I made my own version for my club today. You can see it at my site on www.bellevuestampingclub.com . I've given you credit because I don't know who the original artist is. Hope that's okay. What do you call this technique, by the way? I'm not sure what to tell my clubbies!
