This is done by dry embossing an image onto acetate and then rolling ink on the acetate with your brayer. Now top with a piece of glossy cardstock and brayer on top. The acetate creates the frosted glass look by not allowing the ink to touch in spots. It reminds me of smackin acetate in a way. You can re-use the acetate over and over. I believe this was a technique from the Technique Junkie group at one point or an other. If you are not a member you should be! It is awesome!
