The snowflake is made up of two layers. The bottom layer is die cut, the top is punched. I coated each layer with clear dimensional glue and then dipped the snowflake in a craft snow that my DH gave me about 10 years ago and I didn't know what to do with it until I saw Anna Wight's beautiful snowflakes on her blog http://sweetmissdaisy.typepad.com/
I stamped and colored the image twice, using the Gamsol Magic Technique. I cut the second one out and popped up some of the images. The hat and scarf are popped up using glue dots and the birds on the snowballs and the ground plus the seed bag are all popped up using 3M foam tape.
