What fun challenges! Love the sketch but I ran into a little trouble w/ the charm. I have this charm-like doodad so I'm hoping it will qualify. I added the rhinestone in the middle.
This is a little complicated w/ all the different bgs. The rectangle and frame directly behind the scarecrow, I used the nestie rectangles on then stamped the images w/ Brill. gold. I attached them to a choc. chip reverse image cuttlebug embossed bg that I inked the folder w/ the Brill. gold then edged w/ the Krylon.
The middle bg is a combo of Kpad, distressing and embossing. (I'm working on a tutorial for this as it's a little hard to explain w/o pics.)
The top bg is just images stamped w/ the Kpad. The olive bg is stamped w/ the green of the Kpad and dots added (handmade dot stamp) w/ the Brill. gold. All layers were edged w/ the Krylon.
I attached the layers as shown. Then added the cut out scarecrow and pumpkins. The sentiment was stamped on a nestie circle. I added a glittered silk leaf behind the scarecrow and the sentiment on top. The images are highlighted w/ a clear glitter gel pen. TFL

Wow! This looks like it would take all day long! Tons of work here! Great results... and the charm like dodad works fine for me!
