I love flocking! But yes, if you want it to look thick, you do have to have either a thick cover of glue or use a couple of tricks.
I just made a flocked rubber ducky card by stamping the duck first in yellow, then stamped over that with the Palette Glue Pad stamp. Dumped the yellow flocking on, spread it around to make sure the design was covered, then put a piece of scrap paper over the whole thing and pressed gently all over the image. If I miss any spots, it's very easy to touch up afterwards using a glue pen & reflocking the bare area. I've even seen some suggestions that you can re-glue the whole area and put a second layer of flock over the first.
I have learned a couple of other things: you really do NOT want to breathe in any of the loose flocking, get it in yours eyes, or touch it with your bare skin. It can be very irritating, if not outright dangerous!
If it doesn't work the way you want it to, maybe you can try using Puff Paint instead? (Love that for snow!)
