Please help - I do not know what this is except for the fact it looks like a cool random splodge (note technical term!) of embossing powder. If anyone has any idea's or tutorials how this is done I would love to hear.

I'm not sure if this is what you've been looking for or not. I've heard it used with quilting, but the technique could be used on cards. It's an interesting idea. I found one example listed below and you can see if it's what you wanted:
Hmmm I could be totally wrong but it kind of looks like plastic wrap that was tapped in versamark and then embossed. You could try PMing the creator of the card as well.
Hi, your link wont let me see the card you are referring to so this really is a stab in the dark. Could it be Krylon webbing spray used ? I can't believe I am trying to guess about something I can't even see.
Could it have been embossed with stitch witchery (fusible web)?
I believe that's done by putting some fusible web on the card, zapping it with the heat gun to make it sticky and it starts getting holes & stuff in it; then sprinkle on the EP and zap it with the heat gun again.
