Default shrink plastic

Any ideas on how to add color to clear shrink plastic before shrinking so that after it shrinks the ink will not rub off?

I use stazon and heat set a little before shrinking. It hasn't come off yet.

Default polyshrink

I've always used StazOn and SU markers. Not the Fabrico or whatever those are, just the regular markers. They work great. I use them, shrink the polyshrink and then set them with acrylic sealer. Works great for me.

You can also get Sharpie markers in a bunch of fun colors--I've used them, and like them a lot! Just remember that the colors are much darker after being shrunk, and plan accordingly. Have fun!

This stuff is like Shrinky Dinks, right?

Can you stamp with StazOn and then color it in with colored pencils?

Yes, you can use colored pencils, metallic pencils and pastels too.
