Target - They have rolls of four in their office supply section (by the color coordinated paperclips, tacks, etc.). They have blues, reds, greens, and yellows(hardest to find).
Michaels - My store has a little island with the newest scrapbooking stuff. They have rolls of their store brand, Recollections, in different color schemes and patterns.
I get my supply from an Etsy Store, Chickydoodle. She offers tapes in petite rolls which are a smaller amount of tape. Normal tape rolls have WAY too much IMO and petite rolls are what sold me to buy from them. You you can buy more colors for less money!
I finally broke down and bought some a•muse studio washi tape. It came today and I already made a card! I like it better than I thought I would. Will have to check out those mini rolls too...I can see my collection growing!
I bought the new My Minds Eye paper and coordinating washi tape here: The Scrap Castle : Home
I love that they coordinate with the papers, but also that there are neutrals that work with other papers. . The website is a little difficult to "browse," but if you click on the MME collection you like on their homepage, it's not so bad. Hth!
