Its because its respositionable that it feels sticky. I use it on the back of stamps to hold them to the block. Then I can pull them off and yes they feel sticky.
I use an art gum eraser to remover any excess glue.

If you're talking about mono-multi, that's because it's a two way glue. It will be tacky but repositionable when dry. If you don't need this feature, just use one of their normal PVA or gel glues.
If you're using it to glue two pieces together put them together while the glue is still wet. It will dry and it will be permanent. If you want one piece to be repositionable put the glue on the piece and let it dry; it will take some time. When it's dry the piece will be repositionable when placed on something else.

I use Beacon 3-n-1 Advanced glue which is tacky and fast drying. Also, Aleene makes one similar. Tombow was like Elmer's glue and didn't work for my stuff.
I never knew that Tombow had the Aqua glue, because everyone I know uses the multi-mono. I just got some of the Aqua because I use a lot of dies and a number of them are fairly intricate. I always get sticky fingers (and sometimes cards) using the multi-mono. I don’t ever remove my pieces once they’re put on, so this will be much better for me.
