I don't attach photos, but I use Score tape to attach card stock to glitter paper.

Silicone glue/ Glossy Accents are my goto for this. You need some sort of liquid glue to grab the uneven glittered surface , if you want to be certain they won't separate. If you are going to use a photograph, I'd back it with a piece of cardstock first, using DST, then add the silicone glue on top of the DST. Some glitter colours can be prone to leaking colour into the glue, so I'd test it out on a scrap bit first, add a dab of glue to your glitter paper, then add a scrap piece of card and leave overnight. Sounds a bit of a hassle, but it's better than a ruined project! The better the quality of the glitter card/paper, the less likely it is to bleed colour. This green was a lovely colour, but also cheap! BUT, it is the first time I've ever had this happen.

I use good old Tombow but as an extra tip I scratch the surface of the glitter paper with a pin to rough up the glitter layer. This trick seems to be working for me...haven't had anything fall of..yet!

I've known people to use hot glue since it oozes into the nooks and crannies, but don't know how safe it is for photos. Test with an un-good photo if interested?

I haven't used hot glue for paper crafting, but have considered it for a couple bulkier items when glue dots didn't want to cooperate.

This question came up before in a newsletter, and someone suggested glue dots!

I use liquid glue. Art Glitter glue is the best.

I use Sook Wang double sided tape (aka Scor-Tape) and I've never had a problem with card layers coming off glitter cs.

I've used Scor-Tape too, with no problems, but my glitter paper is very fine and nothing rubs off. What works or doesn't may may depend on the glitter paper itself.
