I remember that Very Vanilla RGB(254 249 232) and Chocolate Chip RGB(104 73 71) had been neutrals in the past. Is SCS abandoning those colors as neutrals?
Do we have to use stamping up pads, or can we use pads we already own in similar colors?
You can use any brand of ink. Just find what is similar to the colors posted. A new color challenge comes up every Tuesday, but you can have fun with any of the previous challenges, too.

Yes, chocolate chip is no longer one of the active neutrals from Stampin'-Up but very vanilla is

Holy smokes - it's about time I check this list of neutrals out! I have operated all this time under gray/black/ivory/white... well looky here, doesn't this open up some possibilities when the core challenge colors are proving a wee bit too difficult for my brain?
