This turned out to be an ideal birthday card for my daughter.
The diecut "frame" is watercolor paper with distress inks in tattered rose, barn door, and seedless preserves, smeared all over the craft mat and the paper smooshed in in the mess! Once it was all wet with ink, I used an acrylic block and some weight to flatten it out. The inks blended more than I intended but...
The lights are white craft ink sponged lightly through some holes I punched in a sheet of heavy acrylic sheet.

I just had a good giggle over the sentiment! Perfect! I love the way your bokeh turned out. Those stitched rectangle dies are so wonderful - they add to the charm. Thanks so much for playing, and I'm glad you had fun!

Wonderful b'day card for your daughter, Diane. She will get a kick out of the 4-yr old's sentiment....I did. Beautifully done bokeh bg and the cluster of flowers is so sweet to accent the message.
