This is for the WT challenge to have lots of dots. I took my neon inks and used a dauber to apply the ink for my dots. Had to do several layers of ink for it to show on the black paper. Then I took my white pen and made dots around each bigger dot. Cut out my hello from Lawn Fawn in white and sponged the neons on it. Super simple.
This was a fun challenge and a fun card to make.

That "glow in the dark" look you achieved is fabulous, Sylvia! This is SO fun and love that you carried the theme into your die cut! Love all the white dots you added to the neon circles too!
