Since I knew this card wouldn't arrive on time for the Teapot Tuesday recipient's birthday that week, I made it a belated birthday card. I stamped the balloons in various colors of Lawn Fawn, Memento, & Distress Oxide inks. I don't have the coordinating dies, so I fussy cut each one.
I cut a piece of cream cardstock to A2 size, & glued down my balloons. As I glued them down, I added balloon strings with holographic thread. I didn't tie each piece of thread to each balloon, but I did make sure there were enough threads/strings to account for all the balloons. (Yes, I'm That Girl!)
The threads were a bit unruly, but I finally managed to wrangle another piece of thread around them and tie it in a knot. Then I glued the knotted section to the card front.
I stamped my greeting in Blueprint Sketch Distress Oxide ink. I adhered the card front to a white card base, & trimmed off the overhanging bits of 2 of the balloons.

Those balloons are fabulous and I love the ties/strings -- and that you have enough for all the balloons. I think that attention to detail takes a card from "ok" to "wow" in an instant. And, I echo Sabrina's comment that that is one beautiful font on the sentiment. And how great to have one for a belated occasion. Wonderful card and I'm sure Toni was delighted when it arrived.
