This card was made using an unusual combination of Stampin' Up! (SU) stamp sets. Especially the "dandelion seed-bearing puffs", which were made using the shadowed underside of the balloon from the SU "Balloon Celebration" stamp set. The smaller of the two undersides is perfect floating puff. The "dandelion head" is the circular shape meant to decorate balloons in that same stamp set.
The speckled were created with the "spots" stamp from SU's "Gorgeous Grunge". The fuzzy background is the SU "Bokeh Dots" stamped in Night of Navy.
Before I mounted the dandelion panel on the Night of Navy blue mat, I scored 5 lines diagonally from lower left to upper right on the mat. The assembled panel was attached to the card base using adhesive foam strips.
I hadn't used the SU "Bokeh Dots" stamp before, so it took me almost six attempts on different colors of cardstock before I decided I liked white best.
The sentiment is from the retired 1993 SU "More Great Greetings". (I NEVER discard my old stamp sets!!!)
I am rating the difficulty level of this card as a "2" out of a possible "5" due to all the steps required for the stamped centerpiece.
