I did a dry embossing with hero arts background stamp then watercolored and wiped off which created the resist. Went back a few times to create more watercoloring. Cut the balloons out of the background using a simon says stamp balloon die and then cut the happy out of white card stock and purple heat embossed. Then heat embossed the sentiment with red embossing powder.

Oh my goodness, I love, love, LOVE these vibrant and gorgeous textured balloons!!! They absolutely stopped me in my tracks, and I first put your card into my favorites so I could be sure to go back and take a closer look anytime. This artwork is absolutely STUNNING!!! I would love to try this myself! ANYONE would be absolutely THRILLED to receive such a gorgeous card!!!

OK, I'll stop rambling, I apologize--I'm just so taken with your balloons, and how you've wisely highlighted them so that they take center stage. LOVELY!!!
I hope that you will be asked to do a tutorial on this technique, I for one would love to see it. Perhaps you have already done this on your blog, I'll have to check that out...
I also love the texture on the sentiment, really neat the way it goes with the twine on the balloons, you've thought of everything!!!
