To me it looks like faux vellum. I used Mr. Huey's spray on the sentiment panel only. It does not show up well on my upload, but IRL it has such a pretty shimmer bringing your focus on the sentiment.

Barb, a truly beautiful card for your mom. The technique is really Betsy Veldman's(to give credit where credit is due), but appeared on Nichole Heady's blog for "Make it Monday". You did a fabulous job with it! Thanks for linking my card....you are TOO kind.
