I know that M's has them individually. Not the answer if you want to buy them in bulk but in a short notice, they only come out to about $2 with a coupon. There's also a bulk order thread sometimes, I got my refills for about $2 each since there was a bunch of us going in on that order.
I get my refills from www.ubstampin.com. I buy a dozen at a time and the total with shipping is $32...that works out to about $2.67 each...not too bad...
I get mine from Penwa.com. I found them on ebay and now order directly from their site. I usually order 24 at a time for about $50 including shipping. I highly recommend them.

I have bought mine off of scrapbookpal.com If I remember correctly you get free shipping on orders over $25. I will have to check out these other websites.

In Canada I buy mine at Office Depot..for 3.99$ A refill...I know there are cheaper buying wholesale..but since I got my ATG I dont use the tombo anymore..but thought I would pass along the price and place for you!
I just ordered some 2 weeks ago and got them for $2.10 ea. refill. It is from Penwa.com. Quick shipping, in fact if you spent over $50.00 you get free standard shipping which I did qualify for! HTH!

I usually order from www.business-supply.com and they have free shipping at $40. They are $2.49 each. I usualy buy $40 worth because I go through so many and they never go "bad."
I have also bought from business-supply and their service is extremely fast - usually the next day! I would always buy the minimum to get free shipping. I use the ATG now so don't order from them anymore.
I have always bought mine from Discount Office Items.com for the Tombow Mono Adhesive and the refills. They have the lowest price and free shipping over $75. I see that they are also running a limited time offer. If you buy 10 or more of the tombow mono adhesive refills you get a free Tombow Vellum Dispenser for free (3.99 value).
An ATG is a bigger tape gun similar to what movers use to tape up boxes. It is VERY light and is easy to use. Tape is very cheap and it sticks much better than Tombow dispnesers. It is made by 3M. You can find threads about it on the forums.

They are offering 2% off the entire order, tombo or anything else. I think that what they're trying to say is that when that discount is applied to the tombo, it gets even cheaper.
The promo code is "MONO" which you type into the box for a promo code on the ordering page

If you need them in a hurry and have a Hobby Lobby nearby, they are 30 percent off this week. Still puts them around $2.80, but it's an immediate fix if you want or need them.

I had thought about getting one of the ATG things, but went
to a friends house and tried it out.. it wasn't how it worked that
I didn't care for.. it was how much space it would take on my desk,
the tombow doesn't take up much room, so I stick with it. If
I had a bigger desk, then I would probably get the ATG.
I too got the email.. I need to see how many boxes I have left
of the refills from my last order and get me some more if needed.

I love reading these post, it makes me feel just a little bit better about being stuck in Japan. I guess since they are from here, we get them rather cheap. I go to the little mom and pop store just outside of the base and get if for about Y120 (120 yen or about $1.25 ish depending on the exchange rate). But now I am in love with the Kokuyo Adhesive and I guess its a good thing because it cost more in the states too!
I see that DiscountOfficeItems.com has a sale on the Tombow Mono Adhesive (tom62202) today. It is only $1.69 for one or as low as $1.59 for over 288. I need to have my group go together on an order again. Happy Stampin.
