Fiskars Embossing Punch

I picked up the Eyelet Lace embossing border punch the other day at JoAnns.

Does anyone else have this one - or another pattern?

I was able to get it to punch after much struggle - but the embossing is horrible - you can't even really see it. Is that normal (if so, ick - I'm spoiled by deep embossing on my CB) or do you think it's defective? I didn't really notice until I got home that it appears to have been opened and resealed.

If it's the same kind that I have, it works best on text weight paper and you push down once to cut and then without moving the punch or paper, push down a second time. The second time does the embossing.

I tried this punch at my LS. I found that it didn't work well on cardstock, the embossing was very faint.
