Card that twirls

I saw a card that, when you open it, the middle twirls. It's not a spinner card using two circles with thread between them. It has a thin piece of dowel that has string wound around it. When you open the card the string spreads out causing the image to twirl.

I hear that someone has a tutorial for it, but I can't find it while searching. Anyone know of the card?
