Jacque dry-embossed first and then stamped, so that the colours didn't go all the down into the gaps in the brick wall. My feeling is that when you spray paint (not that I've ever done it), the spray covers both the brick and the pointing in between. And for my card, I had stamped and heat embossed the sentiment first and then stamped the wall over it. So - your choice, what works for you. For the samples I made for today - the Wish one I tried both ways, but the sentiment was hard to read if I stamped it after dry-embossing, so I ditched that one. However in both cases I added my colour swooshes after embossing.
The two steps are to stamp or emboss your brick wall
Stamp your sentiment/image.
Which order you do them in is entirely up to you, whichever you think looks better.
And if you don't have either a brick wall stamp OR embossing folder - you can always get a stylus out and score a brick pattern!! Don't feel you can't join in.
