I have a lot of bare rubber stamps that I use with acrylic blocks and Aileen's Tack it Over and Over. I've been storing them in binders on EZMOunt Stamp Storage Panels. That worked fine for several years, but I'm finding the stamps are starting to fall off of the panels.
I'm now in the process of switching them all (6 full binders) to plastic sheets (duralar or acetate, I forget which I have) cut to fit stamp pockets. Ugh. I keep the stamps in pockets by manufacturer, but on the panels they are loosely by type, so this is taking longer than I'd like.

I'm not overly fond of TIO&O. Well, it's a lot stronger feeling than that, but you get the picture. Sue (gregzgurl) uses Adtech extra strong crafter's tape for her bare rubber, and has got me started on that for what I am doing. You might want to replace the TIO&O with that. It seems to work very well. Sue can chime in and offer her experience...it's certainly more than mine.
BTW, I keep my stamps in pockets by type because all my storage has to be alike.
Diane's right - I use AdTech tape runners on my rubber (DON'T get the "dotty" one - it leaves residue). I had a variety of glues on mine (epic fail on some, moderate fail on others, not happy with any of them until AdTech), and I just rolled off the existing glue and swiped on the AdTech and put them back where they were. I don't see any reason that you couldn't still put them on the panels that you've been using already.
BTW: "When a Storage Method Fails" is a book I could've written at least two dozen times by now...
I have far too many stamps with TIO&O to remove it all and start over with something else. It works fine on the acrylic blocks, even the oldest of the adhesive. It was just the storage system that had a problem. But maybe I'll look into that AdTech adhesive and use it on the new stamps going forward.
Is it the repositionable/removable one?

TIO&O was a big fail for me so I never did many stamps. Sue, glad that is going better for you.
I've wanted to start a thread about organizing fails but I've afraid that I might offend someone who presented the idea but sometimes it would have helped to know the pitfalls before I did all the work. LOL

It's a good idea. A storage method may be successful for some people, but a complete failures for others. I love the idea of hearing about the failures, because I've certainly had my share. The binders for bare rubber stamps may have been my most annoying failure to fix, but there are many others.

Oh the time we use to re do our organization. I wish I could spend that much time creating. I reorganize to make more time to create so it is a never ending circle.
It is never-ending, the storage and organization, I mean! HUbby says "It's all par of your hobby, dear!" And he's right! I've been an SU demo for 12 years, and a buy a lot and almost never sell any of the retired stuff. We are talking about putting in shelving in a closet in our "library" (aka Stamp Room Annex"), and then maybe the library wouldn't have piles and boxes of stamping stuff amidst the bookshelves. Hubby is a good sport, he still enjoys reading in his recliner amidst it all! :-)
