Can you bring in store bought cookies or candy? If so, you can make a little treat bag for it. PTI has a super cute stamp set aimed at treats for kids - it's called Tiny Treats: Valentine - the design team members all made projects using the set too that you can find on Nicole's blog. I've also seen lots of examples on this site of candy treats using store bought mini candies. If it can't be food - maybe pencils with a stamped notebook?
One Year we cut out large hearts on the cricut, made little slices on both sides of the heart and slide a 6 in wooden rules into them. (like an arrow in a heart) Then we printed on the heart "YOU RULE" Another yearr we attached a tissue to a piece of paper and printed "AAAHHHH chews you" We have also handed out Pop Rocks with a tag that said " YOU ROCK" I hope these help.
Last year I made heart shaped crayons - see picture here. They were a hit and so simple to make. Not sure if Target will have the molds this year, but check around.

This is exactly what I was going to post!! I made a bunch last summer when I saw a similar post and have solicited all my mom friends for their broken crayons too!! I think I'm gunna add a bag w/ a topper that says "you color my world"!! And the glitter crayons even add some glitter to them!!

I saw the heart shaped silicone ice cube trays at Target yesterday- they would work great for this!
Any crafted card is always fun - we have picked up the valentines glasses on sale at Walgreens and filled them with pencils and treats, made quick heart fabric bags, wrapped a label around candy bars and added a heart

I just saw a cute jar from Archivers with heart on it - if you have any baby food jars they would be very cute with a little ribbon and a few cut out hearts and some candy.

I finally figured out what I'm going to make this year. I found this cute template on Martha Stewart.com, it's for a little heart basket. I think it's designed for treats but you could put other stuff in it as well. I'll share some pictures below and if your interested in the the tutorial or template stop by my blog.
