Another vote for Unique Packing. I just bought a slew of different sized clear sleeves for my Year of Cards charity event and it was very economical.
Amber Shaw (sprtchick here on SCS) also sells them through her website (clearenvelopesambershaw.com) and all the proceeds go her Cards for the Troops. She's up to 35,000 cards sent so far. She offers smaller amounts (if you don't want 500 or 1,000 at a time) and all her prices include shipping.

Try Crystal Clear Bags Canada at clearbags.ca. They are located in Ontario and carry a great selection of envelopes and the coolest clear boxes. I haven't ordered from them personally, but an SU demo recommended them to me.

I've tried Clearbags.com. I like their stuff, but s/h is a bit steep. You're sure gonna want to maximize your order (or split it w/someone else).

It is much cheaper for the bags on ebay than their website.
I paid $9 for 500 bags
I buy mine from California Paper Goods, www.papergoods.com, you can get 100 for $5, you can also get clear boxes, all kinds of envelopes, cards and other things too. They also have a lot of good info there too. As far as I remember the shipping wasn't that bad but I haven't ordered from them in a while
