I've always used a 2-Way Glue Pen, like Zig brand - scribble the glue where I want the glitter, shake it on, let it sit to dry, then shake off the excess glitter.
wow- haven't used Dazzling Diamonds for a long time.. When I hear the word I instantly think of Dawn Griffith as she used them on tons of cards !! Now I need to go back thru my stash and see if I still have some ... thanks !!
After it is dry and you shake off the excess, you can cover with a piece of clean copy paper and use your bone folder on the front of the paper and burnish the glitter by rubbing firmly with the bone folder. This will help seal the glitter down and keep it from shedding so much. I gently brush off any excess.

What works for me is to squeeze out some liquid Tombow Glue on my silicone sheet. Take a sponge or q-tip and dip into the glue. Spread on the area you want to apply the Dazzling Diamonds. After this dries, I gently wipe off excess and then apply a sheet of copy paper, press down so DD sets into the glue. Hope this helps!
