How can I place a picture above my name like everyone else does?

Go to your User CP -- under "Settings and Options" there is a link that says Edit Avatar. You can upload any picture file that measures no more than 80x80 pixels (you can resize in Photoshop or any other photo editing program) and is less than 12 KB in size.

I have a question. I'm trying to set up an avatar but when I resize it so small it comes out REALLY blurry looking. What am I doing wrong???

When you resize your picture you need to make sure the Aspect Ratio is set. This way when you make the height smaller, it automatically makes the length smaller in proportion.
