So many cards have adorable pennant banners....is this done "freehand"? Or is there a punch? Or a die? These all look so uniform that it is hard to believe that they were cut "freehand." Thanks!
There are several stamp sets, I use the Papertrey Ink Up, Up and Away! set. It's actually a kite, but I cut the tops off for the banners Birthday Banner by herekitty - Cards and Paper Crafts at Splitcoaststampers
There are other pennant sets though, and actually the new Spellbinders Classic Diamonds dies would work well - just cut them in half.
I saw on the Impress site where they punched out a square, and then measured from the two top corners to the middle of the bottom. Then cut on those lines. You can use any alpha set to stamp on the banner shape.
I adore the MFT die set. It makes for such cute cards.
Technique Tuesday also has a sweet little banner stamp set, too. It's called Message in a Banner. The name makes me giggle. You can cut it out and use just the triangles or use it with the fancy edges.

I love the idea of a die or punch to do pennants, but there really weren't any when I started making them. So far, all of mine have been made by hand using one of two methods:
For lots of small pennants, like these, I start with a narrow (3/4") strip of paper. On the back, I measure and mark every 1/2" on one side. Then I shift my ruler 1/4" and mark the other side in 1/2" increments. If you do it right, you should be able to play connect-the-dots with your scissors and have tons of tiny triangles.
For larger pennants to hang in your house, like these, I prefer to use pre-made notecards. It wastes a bit of paper, but it saves a lot of measuring. With the card folded, find and mark the center of one short end of the card, then cut from that mark to the far corners. Bam! Two pennants.
Hope that helps those of you that want to try pennants without buying expensive cutting tools.
Thank you all so much for your suggestions. I cannot wait to try this. Also, kudos to all of you who hand cut your pennants....so professional that I thought it was a punch or a die. I think that I will try Criminal Grace's idea before I purchase a die...but if I do purchase the die MFT's die looks great and is very reasonably priced. Again, thank you all and have a great day!
I created a pattern for my Klic N Kut, and cut them out. I made the triangle shape, then a scalloped triangle to go underneath. On my card I used Epoxy stickers for the letters. Iwish I may...
