I helped make my nephew's Bar Mitzvah invitations and there are two ways you can go at it. My nephew really did not care what we were doing so we went for simple. We got precut white cardstock with a one inch border (just plain flat raised edge like in a wedding invitaion). Then we printed on the computer the whole invitation information (my sister has Hebrew font on her computer so we could mix the English and Hebrew - but many people only use English). Then we got a very small rubberstamp of a Torah (the scroll) stamped it in black and embossed in silver. That was it! On some cards we ran the edges on a silver pad, but it got too messy. Considering how expensive some invitations get (in the thousands!) this was a great simple plan. The other route is fancy - colored /designer paper - cut outs of Jewish stars/torahs etc. that can be glued on or attached with ribbons. You can take it as far as you want!
If you check the gallery under Jewish you will get more card ideas. There are also some very good companies that make Jewish rubber stamps and sell on the net (Zum Gali Gali, Ruths rubber stamps & Kosher creative are all good companies). You may want to invest in one (you can always give it to your sister when you are done).
