Definitely not Stampin' Up. When I started stamping in 1993, the 'cheaper' stamps I bought were that black foam (or red foam). Stampin' Up has always used good wooden blocks... Sorry, cannot identify by name...
Maybe try ink a dink a doo? Ive an old set that is set similarly to this one- not same set - looking at the foam under and it looks similar but Ive never seen this in SU

In fact, SU have used foam ;-). I have Quilts Give Comfort from 1995 which is red rubber on black foam with white index labels, though I know it also came wood-mounted. The index labels clearly say Stampin Up 1995, so in fact I don't think the photo in the original post is SU.
Can anyone identify this set? Its a friend's and she thinks it's Stampin' Up!, I tried to do a Google search and I came up empty. I know the black foam was before my Demo time.
I think it could be from Rubber Stampede. I have a similar set from them called Victorian Cats. The style of the artwork looks very very similar.
It is on ebay. If you click your image-on the menu that usually we use for cut and paste there is also a choice to search on google. It comes up that way. It is one of those boxed sets that often have a Victorian type design. Cute.
