My favorite beach paper was Grafton from Scenic Route. They are out of business now but you can find that collection on Ebay. I did a album about Puerto Rico last year and every LSS is visited had at least some beach paper and I ended up with a stack from a big variety of companies.
Stampin' Up! has a lovely tropical set and paper in the Summer Mini catalog, pages 26-27.

I don't have any beach-themed stamps, but all of the cards and projects posted on the A Muse blog last week really made me want some:I do have the their tiny crab, which is all kinds of cute!

my mom made a paper mold out of a scallop shell.... she softened up some polymer clay in her hands, then pushed a real shell into the clay, i think she may have baked the mold with the shell in it. once it cooled, she popped out the shell.
then she wet up scraps of mulberry paper and smushed them into the mold, and put it on the radiator to dry. it made a really cute shell shape, and it wasn't heavy or breakable since it was paper.
