I know that Hero Arts sells layering papers in packs of a range of colors. I don't know if they are supposed to be an "exact" match to the Hero Arts brand inks or not but it is a place to start.
Even with companies that specifically sell ink and paper to match sometimes it doesn't exactly match but more "coordinates". I have no advice for Ranger inks.
Have you tried taking a stamped image sample of ink to a place like Hobby Lobby or Michael's and comparing it to the colored paper selections available?

I find Papermania & Simon Says Stamp tend to match Hero Arts quite well, can't help regarding Ranger as haven't matched them up but I use Hero Arts inks quite a bit for tonal stamping on both companies I have mentioned and its always matched well.

If all else fails- and I have to say I don't think ranger do coordinating cardstock- you could just sponge on the Ranger colour to white cardstock if you want a matting layer to match your stamping?
