I think with Michaels, it all depends on the individual store manager's policies, how well the check-out people are trained (gee, do they really get any???) and the mood of the check-out person at the time. Mine used to be pretty consistent, then they got a new manager who even changed the policy several times in one day (one of the check-out people told me after I had a problem with the manager at check-out not honoring what I had read about corporate policy). So, I never know from one day to the next at my own local store what to expect, and it's always different than every other Michaels I've gone to (not one store has had the same coupon policies as the next one).
A friend and I went in together, both with the same coupons.....a 50% off Martha Stewart item and a 40% off any store item. We both selected one item for each coupon. We went to the checkout area together. We ended up at cashiers next to each other. Her checker allowed her to use both coupons, she did a second transaction. My checker said I could only use one, and would have to hold off on using the second coupon. No wonder customers have no idea what to expect when the checkers, same store, same day, same time, handle coupons differently!
YES, the Michaels coupon Policy is not uniformly applied, but there IS a single corporate policy --- a store manager gave me a copy of the policy right out of his policy manual.
Congratulations to all of those whose stores are untrained and MORE generous. I figure they stil make $$ off of me no matter how many coupons I use.

just stopped by mikes on my way home tonight... .new christmas ms punches are in, and not on sale, so you can use the coupon!
My store is one of the last to usually get anything, but I stopped by yesterday (didn't have any coupons with me) to check on new stuff & they actually had the new MS punches - so I came home, found this thread again, printed off the coupons and went back today. I'm going back tomorrow on my way to the grocery store to get another one of the new punches. A note to those who may have gotten the special large collectable snowflake MS punch from 2008, the Himalayan large snowflake punch that's out now is the same one, just named something different.
